Scores of well-clad New Yorkers dutifully signed liability waivers to enter the construction site that is the Philippe Starck-designed apartment building. Inside, a live jazz band crooned while black-tie caterers doled out glasses of wine and bite-sized latkes. The main attraction 17 stories up — three model luxury apartments on display — represented the last of 23 Wall St.’s offerings.
