With predictions of up to 3 feet of snow, the subway was shut down at 11 p.m. Mon., Jan. 26, when a car travel ban also went into effect in the city and surrounding suburban counties. Only eight inches of snow ended up falling in much of the city and Gov. Andrew Cuomo lifted the travel ban at 7:30 a.m. the next day and limited subway service resumed at 9 a.m. Meanwhile, in Lower Manhattan, though it was not a blizzard, the effects could be seen all around.
